Every patient should be able to open his at the end of 2010.

Destined to avoid useless examinations and inappropriate mixtures of medicines, the personal EMR medical files had to be a pillar of the reformation of the disease insurance of 2004, taken by Philippe douste-blazy and Xavier Bertrand. It was a fiasco: supposed to equip every patient to the mi-2007 (the recalcitrant ones then should have see to lower their expectations!), it never has in surpassed reality of the experimentation in some regions.

A new structure, the Agency of the divided systems of information of health is loaded by the government to restart the work-site. They group together with the ministry of Health, Disease insurance and, since some days, national cash register of solidarity for autonomy. They take currently a call of offers to select the future  electronic health record files, that is to say the contractor that will preserve on its computer waiters these data. For the idea remains the one of an online file and not on a support held by the patient as a USB key. The architecture nevertheless was simplified since a single file will centralize the files, while several were foreseen in the preceding attempt.

A more prudent strategy than the preceding one, of which failure can nourish a certain one “skepticism”, recognizes the director of the Asip. The agency, that employs 120 persons and has access to an annual budget of 90 million, of which the two third to finance projects, covers nevertheless a more vast field. She must play the role of coordinator to encourage the usage of the data processing in health and the community health. She comes, for example, to supervise a revision of the computer and EHR systems, to diminish the risk of the centers of calls facing the flu. Another project must start up quickly: the instauration, of here to 2012, of a report of go out of computerized, standard hospitalization, intended for the treating doctor.
